If the amount you have imported to your ETN Wallet is 0 ETN, either there are not any funds in the paper wallet, or you have not selected the correct value when sending ETN from your paper wallet to your ETN Wallet.
Please ensure that you are attempting to import from the correct paper wallet and that you have checked that you have not already sent your ETN balance out of this paper wallet.
You can check your offline paper wallet balance or transactions on the Electroneum blockchain explorer.
